Finance Division

The Park District provides recreational opportunities and services for the residents of Northbrook, located in Cook County, Illinois. These services include organizing recreational programs, maintaining park facilities and amenities and managing capital improvement projects. Park District programs and services are funded largely through user fees, while property tax revenue primarily supports operational and maintenance costs of park amenities and facilities.

The Finance Division develops and monitors the financial performance of the Northbrook Park District. Responsibilities include financial reporting, budget, audit, debt management, purchasing and all other accounting functions of the District.

Distinguished Budget Presentation Award

The Northbrook Park District has received the Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada each year since 2000. The award is the highest form of recognition in government budgeting. The budget document is judged as a policy document, operations guide, financial plan and communications device.

Certificate of Achievement for Excellence in Financial Reporting

The Northbrook Park District has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada each year since 1993. The award is the highest form of recognition in the area of government accounting and financial reporting.

Popular Annual Financial Report Award

The Northbrook Park District’s first-ever Popular Annual Financial Report earned a PAFR Award from the Government Finance Officers Association in 2025. The document, which offers a snapshot of the district’s fiscal health in a succinct and easily digestible format, was created to further promote transparency and accountability.

Vendor Information Reporting

Beginning in levy year 2022, any taxing district with a property tax levy of more than $5,000,000 must make a good faith effort to collect and electronically publish data as to whether vendors and subcontractors doing business with the taxing district are minority-, women-, or veteran-owned businesses.

In 2019, the Illinois General Assembly passed Public Act 101-0504 opens in new tab which requires IMRF to post certain employer cost and participation information on its website.

Open Meetings Act Total Compensation Disclosure

Northbrook Park District is required by the Illinois General Assembly Open Meetings Act (5 ILCS 120 opens in new tab) to disclose the total compensation package for each employee having a total compensation package that exceeds $75,000 per year.
