Northbrook Park District Profile

 

Established

On June 23, 1927, the Northbrook Park District was formed with Commissioners Clarence Barteme, Wallace Clore, J.W, Cooksey, E.D. landwehr and Herman Meier, President. The first order of business was to appropriate $1,800 for fiscal year 1927.

Boundaries

The 17.25 square mile Park District is located in northern Cook County, 26 miles north of downtown Chicago, Illinois. It lies in Northfield and Wheeling Townships and is bordered by Deerfieid and Highland Park on the north; Glenview on the south: Glencoe and Northfield on the east; and Wheeling on the west. As an additional buffer, the Park District is bounded on the east and west by hundreds of acres Cook County Forest Preserve woods. The Park District serves all of Northbrook and small portions of unincorporated Cook County.

Population

The Park District's population is approximately 34,688 (based upon an adjusted 2000 census) with over 62% of the population 25 years of age and over holding a Bachelor's degree or higher. Median household income is over $100,000 and an average resident age of 45.

Real Estate

The equalized assessed value (EAV) of real estate for 2006 was
$2,516,375,325.

Tax Rate

The tax rate for 2006 was $.407 per $100 of assessed value, or 7% of the average real estate tax bill.

Fiscal Year Budget

The Park District fiscal year begins May 1 and concludes on April 30. The total budget for 2008-09 is $19,810,738. with an operating budget of $11,892,701, a capital improvement and repair budget of $2,614,400 and a debt budget of
$3,503,577.

Debt Rating

The Park District issues General Obligation Bonds occasionally for capital improvements and holds a Aaa bond rating from Moody's Investor Service on its $17.5 million outstanding debt.

Park Resources

The Park District holds title for its residents to 504.6 acres and leases 2.4 acres from the Village of Northbrook. The Park District maintains 19 parks comprised of community parks, neighborhood parks, play lots and passive parks. Recreational facilities include five outdoor swimming pools, a community center with activity and meeting rooms, two indoor ice rinks, 36 holes of golf, a practice range, miniature golf, two sled hills, 32 baseball diamonds, 16 soccer fields, 24 tennis courts, 17 playgrounds, 18 picnic areas, 13 trails, 2 fishing lakes, nine basketball courts and two volleyball courts, cross country ski area and five football fields and a newer artificial turf fields for soccer and/or lacrosse, outdoor skateboard area and Teams Challenge Course, and a climbing wall. Distinctive facilities include an outdoor Velodrome (1/4 mile, banked bike track), Sportsman's Country Club and Anetsberger Golf Course, Techny Prairie Park & Fields with the Trail Through Time, the Leisure Center with the Northbrook Theatre and the Northbrook Sports Center.

Programs and Services

The Park District provides a full range of indoor and outdoor activities. Major recreation programs include ice skating, visual arts, music, performing arts, preschool, summer day and after school camps, aquatics, and athletics. Special events include a Haunted House, Park Fest (Tuesday night concerts in the park), Touch-A-Truck, Kids Fest, Winter Open competitive figure skating, Northbrook-On-lce Show and a variety of seasonal events. The Park District is affiliated with the Northern Suburban Special Recreation Association to serve the needs of all residents.

Staff

The Park District has an appointed Executive Director, responsible to the Board of Commissioners for the administration of the Park District, and a full-time staff of 68. The Park District also employs about 875 part-time, seasonal and temporary employees and hundreds of volunteers.

Affiliations

The Park District is affiliated with the National Recreation and Parks Association (NRPA) and the Illinois Association of Park Districts (lAPD). Some Board members sit on Boards and Committees of these organizations.
